Yes I have. Chipmunks that populate the Eastern half of the United States can swim well, and do so when the need arises. They don't seek out the water, but if they happen to find themselves in it, they won't drown as long as they can get back out. Perhaps that is the problem - the edges of the "pond" are too steep for the little critters to climb out. But, that doesn't explain the birds.

I still think you need to check the pH level. You can get pH test kits really cheap.
Or maybe there is a monster in there - like Loch Ness, only this would be Loch Gless
